Background Note :
(I went through some articles on internet regarding Masturat Jamaat (Ladies Jamaat with their Mahram). After going it I realized that many of the well wisher of Ummat has commented on it without knowing the detail format and working of Masturat Jamaat. Many people think that like Male Jamaat Masturat Jamaat will go house to house and will convince the ladies. …..But it is not the case. So it becomes important to put correct picture.
Many a time people with good intention tell something wrong because of lack of requisite homework. E.g On you tube I saw a video in which one scholar who with clear words praised Tabligh work. But he raised an issue/Objection that was unfounded. The actual problem was that he was not knowing about the Muqami Amall (Dawah programme while being at home).
As our Tablighi brothers normally don’t reply/ clear the matter of fact so many a times it causes confusion.
And many good brother who are actually well wisher of Ummat get confused from the work of Tabligh. And it is a loss of Muslim Ummah if someone becomes away from blessed work of Dawah and Tabligh.)
(Below is the translation of a Question which was asked by a brother Muhammad Kareemullah Midnapuri regarding Masturat Jamaat. This question itself detailed many of the guidelines regarding Masturat Jamaat.The answer from Darul uloom and other Muftis will be translated shortly Insha Allah )

Muhtarmain o mukarremin Hazrat Muftiyan Karam Damat Barkatuhum
Assalam O Alaikum wa rahmatullah wa barakatuhu
In the company of Mahram male of family with the below mentioned condition what is Islamic legal status of going in Tablighi Jamaat?
1. The period is minimum of three days and maximum of 4 months the destination and area is whole world depending on resources.
2. The number of ladies may be four, five and ten to twelve. The number of Mahram male accompanying them also remain equal, expect in few cases where one woman may accompany
Her husband and her daughter. (In this case one male mahram who is husband of one and father of other so the number of male member will be less). Or one brother may accompany two of his real sisters.
These are exceptional cases and there is guidelines that one male can be a mahram of a maximum of two. (Not more than two).
3. For Purdah Burqa (the face cover) is compulsory. It is also mandatory to cover Hand palm (Kuffain) and foot (By Shocks) during all travel. There is strict prohibition of the use of any kind of fragrance make up and jewellary.
4. Wherever Jamaat reaches the male members will stay in the mosques. The female member will stay in a nearby house that should compulsorily have the arrangement of Islamic Purdah and full facility to fulfill all the necessities without going outside. That house should of a trusted religious person. During the whole period of stay of Jamaat it is mandatory that all the male members of the house will remain in mosque. If it is not possible then the male member will go to any of the relative house. Prior consultation and consent of house owner is necessary for fixing a house for stay.
(Dawah and Tarbiat Programme for Ladies during Jamaat)
The Ladies will not go outside for Gusht (home to home meeting,or any Dawah programme outside) Rather the male member of Jamaat from the mosque will go house to house in gusht and they will meet the male member and will convince them to send their females to that specified house where ladies of jamaat is staying.
There will no program me in night. Most of the programme will be between zuhar and Asar (All women will compulsorily return to home before Maghrib).
In the women programme the topic of talk will be around Tawheed Risalat and Akhirat (Life after death). The following points are specially advised to them
A. Performance of Salat (Namaz) at time.
B. In house they should do collective Taleem of Book of virtue (Fazail e Amaal, Muntakhab Ahadith, Riyazus salehin). For Masael (Islamic Ruling /Jurisprudence) they should contact Ulema with the mediation of their Male Mahram.
C. Recitation of The Holy Quran daily and Morning and evening 3-3 Tasbeehat (1. Third Kalima 2. Darood Shareef 3. Istaghfar ).
D. The importance of Purdah, to adopt the simplicity in living, talk, clothing.
E. To adopt Islamic Akhlaq (Etiquettes), Social and economic contacts, Doing Ikram for all muslims, Special emphasis on obeying Husbands and discharge of all duties.
F. To encourage the male members of their family to go in the path of Allah in Jamaat, to take special care about the nurturing of children.
(Regarding deeni Talk by male speaker)
The male speaker must be a Muammar ( good age) married and religious. When he will go talk he will be accompanied by the house owner, and one more fellow for doing zikr o Dua.
If the house is double storied the ladies will sit in upper story and the speaker will sit in lower story. If it is not in all cases the speker will be away from the gathering in other room. He will talk by mike and the speaker will be placed in the room of Ladies gathering. In any case there will not be any face off or near talk by male members.
It is among the guidelines that the talk should not have a content of joke/ laughing or crying or any talk not proper for females.
6. If any women has to ask any question he will ask it through her Mahram. For this purpose the Mahram male members are allowed to meet their ladies for 4-5 minute. For this purpose the proper place and time is selected.
(Rest of the time Tarbiat)
In the day time the women in house individually and collectively do learning and teaching with special attention on Practice of Salat with Khushu and khuzu, Taleem of virtues of Aamaal, the Masael of daily need like ….Purity ,Salat etc.
There is Ameer among ladies, and no formal speech from stage. These two actions will necessarily be done by male through Mashwara.
The all the work of Jamaat in the house and in the mosque is decided by male Mashwara and the detail programme of each day is written in a paper and the matter related with ladies and instruction are sent to them through a child.
These and similar other instructions the elders of Bangle wali Masjid Hazrat Nizamuddin used to give time to time. Please give me the detailed answer.

REGARDING LADIES JAMAAT and Small child care (MASTURAT JAMAAT)
(Certain articles on internet are their in which concern has been raised about small child /Family care while going in Masturat Jamaat by our well wishers.....So it is important to put correct picture.)
There are certain rules concerning child care.
1.During pregnency in first and last trimester going in Masturat Jamaat is not permitted at all.
2. During Breast feeding period it is not permitted.
(So those have a intention to go with wife in Masturat should plan in the first month after marriage itself. Otherwise they may have to wait for 3-4 years once pregnancy established)

3. After breastfeeding period even after 3-4 yr it depends on situation.
One example: is of myself My daughter is of 4 yr old but because of this reason we have not gone in Masturat Jamaat for last 4 years...........Although we went for Haj leaving my daughter with her grandmother, As Haj was Farz/Obligatory.....
Second Example : Sometimes Children do not feel any difficulty staying with Grandmothers/ Khala/ Chachi.........One of my friend has gone in this situation when his son was 3 years. But his son is more attached with Grandfather and Grandmother.
4. Ladies Jamaat routine is simpler than male in all and with respect Duration..... Most of the Masturat Jamaat go only for 3 days ........Very tough criteria is for going for more 3 days like 10 or more days........Very few ladies fulfill that criteria.
These families who fulfill these criteria............
are, whose whole family is dedicated to work......

Although financially he is very sound but all of his 3 daughters and one son are becoming Hafiz and Alim .Two completed and two undergoing.........

He did his daughter marriage in mosque without giving any dowry/Gold although no financial problem......
What gold her husband gave as custom she sold it and gave in charity for a noble cause........................
So in these families whole situation is different and all are happy sacrificing for the sake of Allah their ladies follow example of Hazrat Asma Raziallahu Anhu action and statement at the time of Hijrah of Rasulullah S.A.W.
BUT THOSE WORKER and his FAMILY MEMBERS Who cannot do that much ..........
Elders has a way out for people of all capabilities.
1. They should establish daily Taleem in house regularly with Quran learning and Muzakra of Qualities.
2. If Masturat jamaat comes in their Halqa they can participate for whole day with wife in Nusrat Jamaat whole day and may return in evening.In this case they can take their small kids along with them.
One of my Doctor friend who was a very religious person.....By By Allah will got married with a engineer girl working in MNCs with no purdah etc.......Even after marriage she worked but Husband was not happy and in trouble .......Someone adviced him to take in Masturat Jamaat ...........JUST 3 DAYS Allah Changed her life............Now she is in full Hijab even covering face and while going out wearing Gloves ........MY FRIEND STATEMENT ..........THE THREE DAY BROUGHT MORE CHANGES THAN EXPECTED........JOKINGLY HE SAID MORE THAN HE Wanted ...........

Assalamualaikum.
My husband and I are Alhamdulillah involved in the work of Tabligh. Although I have firm belief on this work, but sometimes people around you have so many questions that even one being such a staunch believer even cannot answer due to not having any scholarly approach and being ordinary layman. I wanted to ask you that is it objectionable when women go out in the path of Allah with their Mahrams and they perform everything in a secluded area from making meals to their Ibadah and Ta’leem etc.? Kindly answer as it is important for me to know. JazakAllahu Khaira.

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is pleasing to note that you as a woman are involved in the noble effort of Tabligh and firmly believe in the noble work. You should continue your participation in Tabligh and do not entertain any doubts about women (Mastooraat) going out in Tabligh.
Tabligh refers to conveying the message of Islam to the non-Muslims as well as reminding Muslims of their religious duties and obligations to Allah. Tabligh was one of the missions of Rasulullah Sallallahu Alaihi Wa Sallam. [1] It is now the responsibility of every Muslim, male and female to carry on with the mission of Rasulullah Sallallahu Alaihi Wa Sallam.
The different forms and ways of Da’wah and Tabligh are subordinate to Maslihah(well-being/expediency) on condition there is no violation of the laws of Shariah. It is sufficient that the present form of Tabligh where males and females (Mastooraat) go to different places locally and abroad is not prohibited. It is thus permissible (Mubah) for females to accompany their Mahrams in their travels of Tabligh on condition they adhere to the laws of Hijab.
It is incorrect to state that women are not tasked with the responsibility of Da’wah and Tabligh. The core of this noble work is الأمر باالمعروف والنهي عن المنكر which is translated as enjoining the good and forbidding evil. Allah Ta’ala enumerates some noble qualities of believing males and females. He says:
وَالْمُؤْمِنُونَ وَالْمُؤْمِناتُ بَعْضُهُمْ أَوْلِياءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ (سورة التوبة، رقم الاية 71)
The believing men and believing women are close friends to one another. They enjoin the good and forbid the evil. (Quran 9:71)
It is clear from this verse that women making Tabligh to women is actually praiseworthy.
Enjoining the good and prohibiting evil brings along with it self-reformation and spiritual upliftment. It is a well-known fact that women who go out in Mastooraat Jamaat have reformed themselves and their families. They became more Allah conscious and adherent to the Sunnah. Their focus of life has changed and they are more conscious of preparing for death with Imaan and life after death.
Apart from personal benefits of women going out in Tabligh, such women have positively impacted and influenced other women to the path of righteousness and educating them on basic aspects of Islam, making Wudhu, performing Salah and donning the Hijab. Nowadays, there is lots of literature and talks on Islam. That is not sufficient to reform. The noble work of Tabligh offers an environment of spirituality and a practical way to learn about Islam. Women see how women perform Wudhu, Salah, and how they conduct themselves. That practical demonstration is the most effective way to learn and reform. Men cannot practically demonstrate such issues to women.
It is incorrect to object on women going out in Tabligh under the premise of the following verse of the Quran:
وَقَرْنَ فِي بُيُوتِكُنَّ (سورة الأحزاب، رقم الاية 33)
And remain in your homes. (Quran 33: 33)
The following part of the verse explains the reason for women leaving their homes:
وَلَا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الْأُولَى (سورة الأحزاب، رقم الاية 33)
And do not display (your) beauty as it used to be displayed in the days of earlier Jaailiyyah (ignorance). (Quran 33: 33)
The exiting like the time of Jaahiliyyah refers to women exhibiting their beauty.
Shariah permits women to exit her home on condition she adheres to the laws of Hijab. This is also clearly understood from the following verse of Surah al-Ahzaab:
يَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْواجِكَ وَبَناتِكَ وَنِساءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلابِيبِهِنَّ ذلِكَ أَدْنى أَنْ يُعْرَفْنَ فَلا يُؤْذَيْنَ (سورة الأحزاب، رقم الاية 59)
O Nabi, tell your wives and your daughters and the women of the believers that they should draw down their shawls over them. That will make it more likely that they are recognized, hence not teased. (Quran 33:59)
This verse further explains the intent of verse 33:33 referred to above that a woman may exit her home due to need and necessity and the restriction for exiting her home is not absolute. The emphasis is on adhering to the laws of Hijab when a woman exits her home.
Many of the Azwaaj al-Mutahharaat (blessed and honorable wives of Rasulullah Sallallahu Alaihi Wa Sallam performed Nafl (voluntary) Hajj and Umrah even after the demise of Rasulullah Sallallahu Alaihi Wa Sallam. It was not necessary to do Nafl Hajj and Umrah, yet they exited their homes for this reason. [2]
Furthermore, it is incorrect to align women going out in Mastooraat Jamaat to women who leave their homes without need and necessity and just to move around. The Fitnah attached to such women is understood and prohibited. In the core of Tabligh, a woman is protected from such Fitnah due to the Deeni environment she is engaged in.
It is also incorrect to state that at the time of Khair al-Quroon women did not come out in the path of Allah. The books of history are replete with incidents of the illustrious Sahabah, Tabi’een, etc. making Hijrah with their families to propagate Deen. It is inconceivable that the noble women folk of the Sahabah would not actively take part in Tabligh among women wherever they were.
To substantiate the prohibition of Mastooraat Jamaat with women going to the Masaajid and Eid Gaah is non-analogous. The prohibition is based on Fitnah which is clear in the case of the latter. That is not so in the Mastooraat Jamaat.
It should be noted that all aspects of the noble work of Tabligh are supervised by great and illustrious Ulama. They are highly educated and also understood the Mizaaj (temperament) of Deen. Their concern is the upliftment of Deen. Their guidance is based on Shariah. If anyone observes anything un-Islamic in any particular Jamaat, that should be brought to the attention of the elders of Tabligh for correction.
According to the principles of Iftaa(issuing Fatwa), we are guided to seek counsel from that Mufti who understood the issue at hand best. [3] For example, if one is faced with a complex issue in Inheritance, we should seek the counsel and guidance of a Mufti who is an expert in the field of Inheritance.
The different angles of this work have been thoroughly analyzed by Faqih al-Ummah Hadhrat Mufti Mahmood Hasan Gangohi Rahimahullah. Hadhrat was an expert in every field of Shariah: Quran, Hadith, Fiqh, and Sulook. He even took part in the noble work of Tabligh and witnessed the benefits from within. Hadhrat has endorsed the Mastooraat Jamaat. Hereunder are the translations of two of Hadhrat’s Fatwas:
“There is tremendous need for Tabligh amongst women. It is of course best to arrange for family women to be taught at home. Otherwise a gathering may be arranged once a week in the locality, where all the women should arrive in Hijab. If the women need to travel, they should do so with the husbands or other Mahram men so that they come to no harm and no evil arises. In this manner, they can also achieve personal reformation. And Allah knows best.”[4]
“The purpose of the Tabligh Jamaat is to learn Deen. In order to strengthen one’s Deen and to encourage others to learn and strengthen their Deen, long long journeys are undertaken. Just like how men are in need of learning and strengthening their Deen, likewise women are also in need of learning and strengthening their Deen. Normally, Deen is not learned in the homes. Hence, if you undertake the Tablighi journey towards London or any other remote area with your Mahram, keeping in mind the Shari’ Laws of Hijab, and without depriving others of their rights, then it is permissible. In fact, from the religious point of view it is important and beneficial.”[5]
It is also important to note that when Hadhrat Moulana Ilyas Saheb Rahimahullah commenced this noble work of Tabligh, there were reservations from some Muftis who did not understand and see the work of Tabligh from within. As the effort of Tabligh became widespread and Ulama and Muftis observed the work closely and from within, they supported the work including the Mastooraat Jamaat. In fact, some Muftis who actively participated in Tabligh with their Mastooraat felt it essential for women to go out in Mastooraat Jamaat. [6] It is incorrect to adopt the view of an Alim who objects to the Mastooraat Jamaat without him going out with his Mastooraat and observing the work closely.
This Fatwa is purely aimed at the Shari’ position of women (Mastooraat) going out in Jamaat. The points raised in this Fatwa should not be taken to mean that the Mastooraat Jamaat is the only way of propagating and reforming women.

Hadhrat’s personality in the field of Ilm is well known and highly respected all around the world. His commitment and dedication in the field of Tabligh is exemplary.
Hadhrat studied our Fatwa and concurred with the Fatwa with the following words:
میں متّفق ہوں، میں اس فتوی کا مؤیّد ہوں
