Deeni Madaris ki Qadr o Manzilat Mufti Taqi Usmani

Tablighi Jamaat Ulama Karam Madaris: Cooperation Mutual Respect

There are some brothers who unknowingly are trying to make confusion and mistrust between Ulama Karam and Tablighi Jamaat. This is very bad attempt. Ulama are the real caretaker of the ummah. They have to lead all work of deen including Dawah work of Tablighi Jamaat. The general muslim will be behind them.  Deeper co operation, mutual respect is needed between Tablighi jamaat work and of Madaris and educational institution.
In this background the following Quotes and scholars writing being presented. May Allah help the ummah.
*******************************
Quotes from the talk of Shaikh ul Arab wal Ajam Hazrat Maulana Shah Hakeem Muhammad Akhtar Saheb (ra)
I consider the Tablîghî jamâ‘atto be an excellent group throughout the world which is doing collective work for the sake of Islam. It is most certainly obligatory on us to teach the principles of tablîgh. But I consider it harâm to say things which demonstrate scorn towards the Tablîghî jamâ‘at, which belittles it, and which entails mocking at it. To teach the injunctions and the limits is one thing, but to criticize and belittle is something else. For example, if they commit a wrong, inform the headquarters or the ‘ulamâ’ so that the wrong could be rectified. However, do not adopt an approach which gives an impression that they are outsiders. No, they belong to us.
In other words, Allah Ta’alahas made this jamâ‘at a means for a great fard-e-kifâyah.  By the blessing of this, many senior officers and western educated people have started performing salâh, keeping fast, and practising on the Sunnah.
So a talk like this does not mean that we are opposed to the Tablîghî jamâ‘at. I am merely explaining the limits. Just as we acknowledge their services and respect them, at the same time we advise them not to scorn and belittle the ‘ulamâ’, not to scorn and belittle the mashâ’ikh and pious elders.
"When “ikrâm-e-Muslim” (showing affection and respect to a Muslim) is included among the “six points”, are the ‘ulamâ’ not Muslims? In fact, they are great Muslims. In fact, they are the core of Muslims; they are the ones who make Muslims into proper Muslims."
"Remaining aloof from the ‘ulamâ’, Ahlullâh and mashâ’ikh is also against sincerity."

Respect for all Muslims, and special Respect and Qadr for Ulama Karam
It was a pain that afflicted him all the time; I could neither eat nor sleep. It was a concern that had absorbed all other concerns; It was a topic whose explanation and elucidation had seized all his energy, his tongue and his pen, to such an extent that writing about other topics posed a huge test for him.
He had written to Shaykhul Hadith Maulana Zakarya (rahimuhullah) the following: "The desire of my heart is, that at least my brain, thought, time and energy, should be exclusively limited to this work." He also used to say: "As it might be lawful for me, any occupation when I can feel the soul of Rasulullah (sallallaahu alaihi wa sallam) feels anxious (because of the weakness of the faith of Muslims and the rule of kufr). " One day an assistant complained that he observed in him a lack of attention to their behavior when compared with earlier. He replied: "I am very busy, I have the feeling that Rasulullah (sallallaahu alaihi wasallam) is poor and can not focus my attention on anything else."
Not attending meetings where I could not take to publicize their message. He disliked having to go only by compromise. He used to say: "If you're going somewhere, carries the message and make this known to you, keep your invitation above all".
Once in Delhi, he had by force to attend a wedding ceremony of an acquaintance. He addressed all those present as follows: "Today for you is the happiest day of all, where even the smallest is pleased; even it is for the sweeper own ... Tell me! Do you have any concerns please Rasulullah (sallallaahu alaihi wa sallam)? " Then he explained that the effort to revive the Din brought by Rasulullah (salallau alaihi wa sallam) was the highest way to please.
These delicate references come from the founder of the Yama't Tabligh Maulana Ilyas Muhammad Nurul marqadahu Allah, who loved to spread the faith to such an extent that all other sensory pleasures opinions went out before her. This spiritual pleasure had become sensory and natural for him.
One day, Maulana defined 'Ishq' (worship) as follows: . "The pleasures and interests of man are divided into countless numbers of things are summarized and converge at a point, and this is 'Ishq' The same definition was Maulana personalized therein. He used to mourn and mourn when he thought of the removal of the ummah of his Din. Sometimes he used to writhe in pain, sigh and moan: "Oh, Allah, what else could I do ?! I'm not trying hard enough. Sometimes ending anguish in his bed, soon after he got up and began to take walks in the room. One night his wife noticed and asked, "What ?, Can not sleep?" He replied: "How would I tell? If you ever know why I do, then that would be two vigil. "
The result of this heartache and delivery towards your goal happened on a few years, the chest pain that oppressed flame lit one hundreds. The Mewatis Hindus who had become half despite being called Muslims, who celebrated Hindu festivals in whose villages rarely there was only one mosque, even those accustomed to kill newborns; Suddenly, flashes of light began to shine on the Mewatis homes. They began to build mosques, religious schools and madrassas multiplied, the number of Huffaz reached hundreds of them and had a good number of qualified Ulama. The birth of love in the Iman monitoring drowned tendentious kufr. The customs and traditions that had marked their way of life began to be eradicated. An experienced this same Mewati explained in a very clear way when asked what had happened in that place. He said: "Little more can I say, what I do know is that some things for which we used to fight did not happen, and now they do it for themselves; certain things that we tried to stop battles and with great effort, sprang not stopping and are now on their own. "
Hazrat Maulana Muhammad Ilyas had a deep concern believing that if the Ulama overlooked preaching and this task is left to the common man only, could develop many defects. His desire was directed towards Ulama instructed to take an interest in this case and use his talented gifts given by God to spread his work.Because most of the life of Maulana had been associated with learning, he knew well the purposes of madaris, teachers and students. He wanted to shake hands with this effort to invite to God, but also wanted to help those in their learning Madaris without interfering with their work. He writes: "The Deen can grow and develop according to the progress and development of learning and on the progress and development of education. It would be the greatest loss if my motion would cause any impediment to education. I do not pretend to Tabligh prevent or harm progress toward learning ... "
He was accustomed to advise groups that were in the way of Allah for Tabligh, sit and learn from elders meetings with the intention of improving themselves, and never mention own preaching work in his presence. If the elders ask something by choice, the better, otherwise they were silent.
In one of his letters he told Shaykhul Hadith Maulana Zakarya (Rahmatul Allah 'alaih): "I have this in my an old desire, which is that these groups benefit from the 'khankas', respecting in them all courtesies, and that missionary work is performed at specific times in the neighboring villages. (Please) make a plan that identifies with this once consulted with the next groups. This humble person is also overwhelmed by the desire to assist with some colleagues. Similarly, I am thinking of Deoband and Thana Bhawan. "
Hakim-ul-Ummah, Hazrat Maulana Ashraf Ali Thanvi was of the opinion that when Ulama who had been educated for eight or ten years been failing to resolve some issues while they were as missionaries, they could do the ignorant Mewatis any formal attempt teaching or education? His cautious nature and vision of the future was not satisfied and he feared that harm might come of it. But when he received continued reports that the groups were working under the supervision and guidance of the Ulama, and they did not mention anything about what was not allowed, he was reassured.
The founder of the Jama'at Tabligh always tried to link workers with Ulama Tabligh. Used to emphasize the importance of the Ulama and the need to benefit from them, the rewards for being on his side, and also taught the ways to address them and how to talk. Used to educate workers seeking the best explanation for what they did not understand and maintain their confidence in school scholars. The results of this effort soon came to see that those big businessmen who were against the Ulama, started attending meetings with respect and reverence and inviting them to lecture to their communities. They did not put the only condition that those talks would only Ulama who had spent some time inside the Jama'at, but were also invited all the upright and famous Ulama.
Shaykhul ratio Islam Maulana Sayyed Hussein Ahmad Madani (rahimuhullah) maintained with politicians was no secret, but sometimes he offered public speaking but had not spent time with some formal Jama'at Tabligh.
Maulana Sayyed Abul Hassan Ali Nadvi (rahimuhullah), who was the heart and soul of the Ulama of Nadvatul - and who is not aware between Nadwah and other madrasas for its special atmosphere and isolation of some of its fundadores.- your dealing with the founder of the Jama'at was completely different.Hazrat Ilyas respected and loved all Ulama and so did Ali Mian (rahimuhullah), giving major attention to his advice.
One day Ali Mian Nadwah lso said that although he has always reached out to the people affectionately Din, rarely had a positive response; thank God that he, Maulana Ilyas, always felt and expressed much love for them. Tears began to slide down the cheeks of Maulana and he said: "What is it you are saying Your Jama'at is one that is within the Din;? I am not in favor of neglecting even the people of Aligarh " Apart from Mian Ali, Hazrat Maulana Manzoor Ahmad Naumani rahimuhul Allah, also was among his closest associates. Raipoori Hazrat Maulana Abdul Qadir, was also a regular visitor.
Even a blind person could not deny the fruit born and spread throughout the world spreading his blessings, to get millions of people has been renovated to be part of it; but despite all this, there remains a need at every step guide through the Ulama. God forbid, if a crack is created between the Jama'at and the Ulama and these are devoted to follow the Jama'at rather than the other way around, this will have serious results within religious circles.

The coming Ijtima in Isipingo Beach
Advice given by Mufti Ahmad Khānpūrī (dāmat barakātuh) to the 'Ulamā at the Darul Iftaa, last Tuesday May 27, 2014.

Hazrat Moulana Yusuf Tootla Saheb Daamat barakatuhu requested Hazrat Mufti Ahmad Khanpuri Saheb to request the Ulama to support the coming Ijtima in Isipingo Beach.

'Ilm is such a great blessing that we will never be able to repay Allah Ta'ālā for it. In relation to thisni'mah He says in the Holy Qur`ān:

And whoever is given wisdom is certainly given a lot of good. [1]

The author of Al-Durr Al-Mukhtār relates in his muqaddimah (prolegomenon) that someone saw Imam Muhammad Al-Shaybānī (rahimahullah) in his dream and asked him, "How has Allah dealt with your affairs?" He responded: "Allah told me, 'O Muhammad, if I intended to punish you, I would not have placed the knowledge of this dīn in your heart."[2]

This shows us that bestowment of 'ilm is a sign that Allah intends khayr (good) for us.
Allah Ta'ālā says:
And your Lord creates what He wills and chooses. Choice is not with them...[3]
This means that Allah has chosen us for this 'ilm and has destined us for this. As such, it is our responsibility to use our abilities for the sake of this 'ilm. The question is, what are we exactly supposed to do? Nabī (sallallahu 'alayhi wa sallam) himself has explained to us our role:
Indeed the scholars are the heirs of the Prophets, and the Prophets do not leave behind dinar or dirham (gold or silver coins). The only legacy of the Prophets is knowledge; so whoever takes from it, then he has indeed taken the most able share.[4]

The next question is what was Rasūlullah's (sallallahu alayhi wa sallam) mission itself? Allah Ta'ālā says:

He is the One who raised amidst the unlettered people a messenger from among themselves who recites to them His verses, and purifies them, and teaches them the Book and the wisdom[5]

The four objectives stated in this āyah should also be our objective in this world. The lives of ourakābir bear proof to this as well. When India did not remain under Muslim control anymore, theakābir gathered together to make plans for keeping Islam alive in this country. Mawlana Nanotwī suggested that we should seek support from the people (i.e. in the form of donations) because they do not have help from the government any. We can see the fruits of their efforts today in all themadarāris and in the students of those madāris through whom the knowledge of this dīn was spread.

Some people ask today that why these scholars take a salary [if they are working for dīn]? The answer is that the purpose is not to attain dunyā. If it was, they would have chased after other occupations that provide a higher salary. The only reason here is so they have enough money for daily expenses.
Day by day, time is passing by and our connection with our akābir is slowly deteriorating. Mufti Mahmūd's father Hāmid Hasan (rahimahumallah), (student of Shaykhul Hind), upon graduating from Deoband was sent by Shaykh al-Hind (rahimahullah) to a madarsah in Nihtaur[6] which Shaykh al-Hind established himself. He spent his entire life there earning a very low salary to the point that he would never attend any invitations for weddings. Even if someone would send him food, he would not eat from it and rather give it away to someone else. Subsequently, the Imām of the madarsa's Masjid passed away and so Mufti Mahmūd's father (rahimahumallah) began to lead the prayers in his stead. After this continued for quite some time, the trustees of the Masjid decided that they should set a salary for him in order to repay him for leading the prayers. When they tried to give him a salary, he responded with the following words, "Until now I was earning a livelihood by selling the Qur`ān, would you like it that I sell my prayers as well?"

He meant that there should be at least one act that is done solely for the sake of Allah Ta'ālā without any exchange, even though it is not harām. Each one of us should try to start up some dars(lessons) on Qurān, hadīth, etc. in our individual masājid alongside our paid duties so we may have something extra done solely for the sake of this dīn. We should not wait for a high salary from some illustrious madarsah; rather, we should start up something on our own alongside our regular jobs even if it is outside the boundary of our typical madāris and masājid.

It is also important for us all that we should make a schedule for our daily routine and not waste our time in frivolous activities. Mufti Shafī' (rahimahullah) once said that Mawlana Thanwī (rahimahullah) would often tell him to manage every single minute of his day such that not a single moment goes wasted. Mufti Shafī' (rahimahullah) states that he gained so much benefit from this [advice] that it can't be expressed in words[7].

On a side note, there is an ijtimā' that is about to take place, so the 'Ulamā should also take part in it. Mawlanā Ilyās was a student of Shaykh al-Hind, and he was the founder of this work, so it is also a part of the work of our akābir. There are two different silsilah (lines of work) of our akābir. One wasmadāris and the other is da'wah and tablīgh that helps bring the 'awām (the common people) close todīn. It is through it that children from even affluent families are now studying in our madāris. So many people have come into the dīn and left the wrongs they used to commit [due to the efforts oftablīgh].

Hadhrat Rāypūrī (rahimahullah) and Hadhrat Madanī (rahimahullah) would also attend the ijtimā' in the areas for a few days. I have personally seen Mufti Mahmud Sahib (rahimahullah) attending such gatherings as well. In fact, if there was a reading of a fadāil book after any prayer, he would never leave his spot until he had listened to the ta'līm.

We (i.e. ahl al-'madāris and ahl al-'ilm) are overwhelmed by our passion for 'ilm that inspires us to spend most of our time researching and authoring books while they (i.e. ahl al-tablīgh) have a greater passion for tablīgh which inspires them to spend most of their time in da'wah and tablīgh. As such, the ahl al-'ilm should busy themselves in their respective field, but if they have any free time available where they are not busy with such things they should definitely make time for tablīgh as well. If someone asks why we are not out for tablīgh, tell them that this is our line of work, but do not become stagnant and make an effort to set out for tablīgh if you are given the opportunity during your free time.

This does not mean one should show ghulū (extremism) by disparaging and criticizing one another. We should remember that political parties are the harīf (opponents) of one another whereas dinīgroups are each other's halīf (supporters and partners).

For example, we are all followers of the sharī'ah of our Nabī (sallallahu 'alayhi wa sallam) and must act on his teachings, but at the same time it is incumbent on us to have īmān in all of the prophets. If we reject even a single prophet, our imān does not last. So our 'amal is on the teachings of Nabī (sallallahu 'alayhi wa sallam) but we have to accept and bring faith in all the prophets.

Each group has their own specialty; there is no need to criticize the other for their efforts. Many of our akābir were on both sides, so we should make some time for both and give each other support.

Islamic Teaching and Remembrance method for common Muslim mass

Popular method of Zikr and Ta'allum
(Teaching and Remembrance method for common mass)

Maulana Mohammad Ilyas gave a general call of Zikr and Ta'allum to the Muslims, but in his scheme of things, these terms possessed a special significance. Throughout India, or, rather, the Islamic World there are in vogue some definite prayer-formulas for Zikr and a special course of study is prescribed for the Madrassas. Gradually, Zikr and Ta'allum have become so institutionalised that to observe or pursue them outside the traditional design is considered inconceivable. The Maulana held a revolutionary idea in these matters as well. He felt that while the established order was necessary, only a few persons could profit by it. The general body of Muslims could make little or no progress in Zikr and knowledge within a limited period of time.
After a deep study of the life-record of the holy companions, the Maulana had concluded that the method which was followed during the early phase of Islam was the most natural way for the education and instruction of the Ummat. About Zikr he felt that it would be a grave folly to neglect it, yet, at the same time, he was sure that it should not be confined to the repetition of a few set prayer-formulas. To bear in mind the rules and principles laid down for various walks and circumstances of life and to abide by them at each step was the sum and essence of God-remembrance, and the main task lay in reviving, in the Ummat, the spirit of Iman and Ihtisab. All the same, it was, also, necessary to include vocal Zikr in the plan of Tabligh. He wrote:
"Believing Tabligh to be an easy and unfailing means of seeking the countenance of the Lord, keep yourselves engaged in this task, carrying out Zikr much and often and making earnest entreaties to Him, with the head bent low in genuflexion. Tell others, also, to do the same. Remembrance of God and supplication are the essence of Tabligh."
As for education, the Maulana believed that to confine it to books and Madrassas was to exclude a large section of the Ummat from acquiring it. Only a small minority of Muslims would be able to profit by it, and that, too, only intellectually. The direct method through which the masses could acquire not only religious knowledge but, also, realise its inner reality without the usual paraphernalia was that of personal contact, association and congregation and active  participation  in religious effort and coming out of one's traditional environment. Just as language and good manners were learnt best in the company of men of culture and education, in the same way correct knowledge of religion was acquired in the company of and close association with men of Faith and piety. Faith was a living and dynamic thing while books were lifeless and devoid of feeling and spirit, and to obtain the animate from the inanimate was contrary to the law of nature. A part of the Faith was related to the limbs and it could be acquired only by moving the limbs, and a part of it was related to the heart which could be transmitted only from one heart to another and a part of it was related to mind and this could be gained, of course, by reading the books. As he said:
"Every limb of a man has a function to perform. The eye is meant for seeing and it must do that. It cannot be used for hearing. In the same way, it is the function of the heart to react to the surroundings, and the mind gives a definite form to what the heart feels. Mind is governed by the heart and feeling is produced in the heart by external environment, and the giving of form to it is called knowledge. The mind will form the correct image, i. e., acquire knowledge only when the response of the heart is correct and this is not possible through the books. It can be produced only by action. I do not say that the Madrassas should be closed down. The Madrassas are for the perfection of education, but they are not sufficient for the elementary and basic education of all Muslims."(Only 5% of Muslims can join the formal system of Madarsa)
Another thing needed for the advancement of education was to share with others the knowledge one had acquired. To put it in Maulana's own words:
"Know that a scholar cannot make progress in learning until he imparts what he has learnt to those who are inferior to him in knowledge, particularly to those who are on the borderline of Apostasy."

Ladies Tablighi Jamaat Masturat Jamaat Rules Guidelines Fatawa

Background Note :
(I went through some articles on internet regarding Masturat Jamaat (Ladies Jamaat with their Mahram). After going it I realized that many of the well wisher of Ummat has commented on it without knowing the detail format and working of Masturat Jamaat. Many people think that like Male Jamaat Masturat Jamaat will go house to house and will convince the ladies. …..But it is not the case. So it becomes important to put correct picture.
Many a time people with good intention tell something wrong because of lack of requisite research for that prticular matter. E.g On you tube I saw a video in which one scholar who with clear words praised Tabligh work.He was a well wisher of Tablighi Jamaat. But he raised an issue/Objection that was about........... The actual problem was that he was not knowing that there is well established mechanism of ...... Muqami Amall (Dawah programme while being at home).
As our Tablighi brothers normally don’t reply/ clear the matter of fact so many a times it causes confusion.
And many good brother (or sometimes scholars also)  who are actually well wisher of Ummat get confused from the work of Tabligh. And it is a loss of Muslim Ummah if someone becomes away from blessed work of Dawah and Tabligh.)

So in this article there is collection of some Fatawa.
1. In First Fatwa the questioner has also detailed the broader rules and guidelines of Masturat Jamaat. So it will give some Idea about the ground facts.

2. Second Fatwa is from Fazilatus Sheikh Janab Mufti Ibraheem Desai Rahmatullah Alaihi which has quotes from Faqih al-Ummah Hadhrat Mufti Mahmood Hasan Gangohi Rahimahullah and
Ta’yeed (support) of شيخ الحديث شيخ المشايخ Hadhrat Moulana Fazlurrahman A’zami (أطال الله بركاته)’s Ta’yeed (support) of this Fatwa

SECOND FATWA FROM ASKIMAM.COM

Fatwa#: 23276

Title: Mastoorat Jamaat
Question
Assalamualaikum.
My husband and I are Alhamdulillah involved in the work of Tabligh.  Although I have firm belief on this work, but sometimes people around you have so  many questions that even one being such a staunch believer even cannot answer due to not having any scholarly approach and being ordinary layman.  I wanted to ask you that is it objectionable when women go out in the path of Allah with their Mahrams and they perform everything in a secluded area from making meals to their Ibadah and Ta’leem etc.?  Kindly answer as it is important for me to know. JazakAllahu Khaira.
Answer
In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
It is pleasing to note that you as a woman are involved in the noble effort of Tabligh and firmly believe in the noble work.  You should continue your participation in Tabligh and do not entertain any doubts about women (Mastooraat) going out in Tabligh.
Tabligh refers to conveying the message of Islam to the non-Muslims as well as reminding Muslims of their religious duties and obligations to Allah.  Tabligh was one of the missions of Rasulullah Sallallahu Alaihi Wa Sallam. [1] It is now the responsibility of every Muslim, male and female to carry on with the mission of Rasulullah Sallallahu Alaihi Wa Sallam.
The different forms and ways of Da’wah and Tabligh are subordinate to Maslihah(well-being/expediency) on condition there is no violation of the laws of Shariah.  It is sufficient that the present form of Tabligh where males and females (Mastooraat) go to different places locally and abroad is not prohibited.  It is thus permissible (Mubah) for females to accompany their Mahrams in their travels of Tabligh on condition they adhere to the laws of Hijab.
It is incorrect to state that women are not tasked with the responsibility of Da’wah and Tabligh.  The core of this noble work is الأمر باالمعروف والنهي عن المنكر which is translated as enjoining the good and forbidding evil.  Allah Ta’ala enumerates some noble qualities of believing males and females.  He says:

The believing men and believing women are close friends to one another. They enjoin the good and forbid the evil. (Quran 9:71)

It is clear from this verse that women making Tabligh to women is actually praiseworthy.

Enjoining the good and prohibiting evil brings along with it self-reformation and spiritual upliftment.  It is a well-known fact that women who go out in Mastooraat Jamaat have reformed themselves and their families.  They became more Allah conscious and adherent to the Sunnah.  Their focus of life has changed and they are more conscious of preparing for death with Imaan and life after death.

Apart from personal benefits of women going out in Tabligh, such women have positively impacted and influenced other women to the path of righteousness and educating them on basic aspects of Islam, making Wudhu, performing Salah and donning the Hijab.  Nowadays, there is lots of literature and talks on Islam.  That is not sufficient to reform.  The noble work of Tabligh offers an environment of spirituality and a practical way to learn about Islam.  Women see how women perform Wudhu, Salah, and how they conduct themselves.  That practical demonstration is the most effective way to learn and reform. Men cannot practically demonstrate such issues to women.

It is incorrect to object on women going out in Tabligh under the premise of the following verse of the Quran:

And remain in your homes. (Quran 33: 33)

The following part of the verse explains the reason for women leaving their homes:

And do not display (your) beauty as it used to be displayed in the days of earlier Jaailiyyah (ignorance). (Quran 33: 33)

The exiting like the time of Jaahiliyyah refers to women exhibiting their beauty.

Shariah permits women to exit her home on condition she adheres to the laws of Hijab. This is also clearly understood from the following verse of Surah al-Ahzaab:

O Nabi, tell your wives and your daughters and the women of the believers that they should draw down their shawls over them.  That will make it more likely that they are recognized, hence not teased. (Quran 33:59)

This verse further explains the intent of verse 33:33 referred to above that a woman may exit her home due to need and necessity and the restriction for exiting her home is not absolute.  The emphasis is on adhering to the laws of Hijab when a woman exits her home.

Many of the Azwaaj al-Mutahharaat (blessed and honorable wives of Rasulullah Sallallahu Alaihi Wa Sallam performed Nafl (voluntary) Hajj and Umrah even after the demise of Rasulullah Sallallahu Alaihi Wa Sallam.  It was not necessary to do Nafl Hajj and Umrah, yet they exited their homes for this reason. [2]

Furthermore, it is incorrect to align women going out in Mastooraat Jamaat to women who leave their homes without need and necessity and just to move around. The Fitnah attached to such women is understood and prohibited.  In the core of Tabligh, a woman is protected from such Fitnah due to the Deeni environment she is engaged in.

It is also incorrect to state that at the time of Khair al-Quroon women did not come out in the path of Allah.  The books of history are replete with incidents of the illustrious Sahabah, Tabi’een, etc. making Hijrah with their families to propagate Deen.  It is inconceivable that the noble women folk of the Sahabah would not actively take part in Tabligh among women wherever they were.

To substantiate the prohibition of Mastooraat Jamaat with women going to the Masaajid and Eid Gaah is non-analogous.  The prohibition is based on Fitnah which is clear in the case of the latter.  That is not so in the Mastooraat Jamaat.

It should be noted that all aspects of the noble work of Tabligh are supervised by great and illustrious Ulama.  They are highly educated and also understood the Mizaaj (temperament) of Deen.  Their concern is the upliftment of Deen.  Their guidance is based on Shariah. If anyone observes anything un-Islamic in any particular Jamaat, that should be brought to the attention of the elders of Tabligh for correction.

According to the principles of Iftaa(issuing Fatwa), we are guided to seek counsel from that Mufti who understood the issue at hand best. [3]  For example, if one is faced with a complex issue in Inheritance, we should seek the counsel and guidance of a Mufti who is an expert in the field of Inheritance.

The different angles of this work have been thoroughly analyzed by Faqih al-Ummah Hadhrat Mufti Mahmood Hasan Gangohi Rahimahullah.  Hadhrat was an expert in every field of Shariah: Quran, Hadith, Fiqh, and Sulook.  He even took part in the noble work of Tabligh and witnessed the benefits from within.  Hadhrat has endorsed the Mastooraat Jamaat.  Hereunder are the translations of two of Hadhrat’s Fatwas:

“There is tremendous need for Tabligh amongst women.  It is of course best to arrange for family women to be taught at home.  Otherwise a gathering may be arranged once a week in the locality, where all the women should arrive in Hijab.  If the women need to travel, they should do so with the husbands or other Mahram men so that they come to no harm and no evil arises.  In this manner, they can also achieve personal reformation. And Allah knows best.”[4]

“The purpose of the Tabligh Jamaat is to learn Deen.  In order to strengthen one’s Deen and to encourage others to learn and strengthen their Deen, long long journeys are undertaken.  Just like how men are in need of learning and strengthening their Deen, likewise women are also in need of learning and strengthening their Deen.  Normally, Deen is not learned in the homes.  Hence, if you undertake the Tablighi journey towards London or any other remote area with your Mahram, keeping in mind the Shari’ Laws of Hijab, and without depriving others of their rights, then it is permissible.  In fact, from the religious point of view it is important and beneficial.”[5]

It is also important to note that when Hadhrat Moulana Ilyas Saheb Rahimahullah commenced this noble work of Tabligh, there were reservations from some Muftis who did not understand and see the work of Tabligh from within.  As the effort of Tabligh became widespread and Ulama and Muftis observed the work closely and from within, they supported the work including the Mastooraat Jamaat. In fact, some Muftis who actively participated in Tabligh with their Mastooraat felt it essential for women to go out in Mastooraat Jamaat. [6]   It is incorrect to adopt the view of an Alim who objects to the Mastooraat Jamaat without him going out with his Mastooraat and observing the work closely.

This Fatwa is purely aimed at the Shari’ position of women (Mastooraat) going out in Jamaat.  The points raised in this Fatwa should not be taken to mean that the Mastooraat Jamaat is the only way of propagating and reforming women.

End of Fatwa
